Modern China is not the Cold War USSR—comparisons between the two only serve to obfuscate the foreign policy America needs to pursue its interests. There cannot be a “New Cold War” if hyper capitalist China is not ideologically opposite the United States, as was the communist USSR. Dr. Cheng knows China to be a diplomatically isolated, militarily-limited, economic powerhouse whose main threat to the United States is in its (now) flattening economy. Surrounded by tensions with Russia, India, Taiwan, and others—rather than satellite states—it would be remiss for American policy officials to try to rehash old policies for a new challenge.
