“America's Role in Helping Refugees at Home and Abroad”
Today across the globe refugee and migratory surges are not only marked by profound human suffering, but also are complicating the economies, the politics, and the lives of nations. Humanitarian sympathies are paralleled by concerns of security, stability, and economic costs. Our attention has been captured by the complications occasioned by massive migration into the United States and Europe, the displacements of warfare in Syria and Iraq, the Rohingya unsettlement in Myanmar, and often violent uprooting in Africa. To a substantial degree world order is being effected. Humanitarian and political concerns of the United States are substantial and a wise and enlightened policy is required. At this extraordinary moment the Council is most fortunate to be joined by Anne Richard, Assistant Secretary of State for Population, Refugees, and Migration.
She has held her challenging position since March of 2012. Her preparation for a career in public service rested on a Bachelor of Science degree in Foreign Service from Georgetown University and an M.A. in Public Policy Studies from the University of Chicago. She first joined the United States government three decades ago as a presidential management intern. She has been a fellow at the Robert Bosch Foundation in Germany and an international affairs fellow at the Council on Foreign Relations. She has served at the U.S. Office of Management and Budget and as Chief Financial Officer of the Peace Corps. At the State Department she has been a Senior Advisor in the Deputy Secretary’s Office of Policy and Resources and prior to her current position, was Director of the Secretary of State’s Office of Resources, Plans, and Policy.
